Charge 6 why do I only get active minutes during tracked workouts?

I workout in the mornings and sometimes forget to turn off my workout. When that happens, I will frequently get tons of active minutes for things like getting ready for work (I’m usually rushing around and running late ) and seeing clients at work (I’m a peds therapist, so lots of steps, crawling, moving equipment, playing). However, if I remember to turn off the workout, I much less often get active minutes for any of this time. Shouldn’t this be based on HR? Why wouldn’t I get active minutes for the same activities outside of a workout?

Moderator edit: clarified subject.

@dukalma1 I think it would if your daily general activities are such that you are getting elevated heart rate.  If you click on the active zone minute tile, do you see a progress bar showing you zone minutes by hour breakdown?
