Location Not Updating When Refreshing

I've noticed a number of times that the location will not update when I hit the location refresh symbol. It will pinpoint one location of his and then not update from that one spot (despite me refreshing the location request). We live in a big city so it's not as though we are on top of a remote mountain. The other day I wanted to track my child taking the bus downtown and for twenty minutes it would not give me an updated location (it will simply say "updated 20 minutes ago" even though I've refreshed). My child arrived home at my doorstep and the location was STILL telling me that he was downtown. It's moments like that, when he's on the move, that I really need to know where he is.
