I made sure that the app and the firmware is updated to the latest version, but the app does not allow me to install Spotify.
The button is disabled and there is a message saying to make sure that the app is updated.
I saw that many people are having the same issue with versa, but this is also happening with Charge 4.

Is your Charge 4 very new? If so, it needs another update before certain features (like Spotify) will work.
Each time you sync a small portion of the update is downloaded in the background. When the download is complete you'll get a prompt in the app to install the update. Fitbit say this can take up to 48 from the time the Charge 4 is set up.

I just got my Charge 4 last Wednesday and can tell you that it does take a day or 2 to fully update the Charge 4 firmware. Mine eventually fully updated Thursday afternoon and everything works fine now!
