"Once your app is submitted for review, you will not be able to edit the metadata or upload new builds."
This can't be right, right? I can add features and functions later? Otherwise what's the point of version control in the gallery manager?

It simply means that you have to wait the result of the review and only then you can submit new builts and/or edit the metadata.
If you need to send a new build asap you can however withdrawn your earlier submission and upload a new built.
