What are the red word balloons  next to topics and posts? There are 2 types:

 and .

And is there a key to the icons used in this forum?

It means an "active" topic (though I've not seen a definition of what that means).  I think with the arrow, it's one you commented in.

If you hover your mouse over it you will see a pop-up text box that states "Hot topic with new content" for the red balloon.  Not sure what the other one means (with the arrow).
