Some data, including steps, can show current data on phone, or other app, just from the bluetooth connection without having done a true sync. A sync moves the data from your phone to the main Fitbit database which is where the computer looks to get its data. So in your case, your Androlid app is getting steps directly from Versa via bluetooth, but they won't show up current on computer until the next sync.
