Interval workout not syncing with Strava. Unable to export .tcx file for the same in windows or ios.

Since intervals will not send the GPS to Strava, I'm still not convinced that a TCX file may be downloaded.

It's not the GPS. My GPS has always worked fine and the versa 3 with built in gps which I have now won't export interval runs either. And if it were the gps, I wouldn't have a map either.  Which I do.

It's something to do with the file itself.
