Issues with hourly activity goal

I am getting frustrated with my tracker showing 14/14 hours of 250 steps but Fitbit app reporting 13/14 or even 12/14 at times. Has anyone else experienced this and what can be done about it?

So tired of have 12/12 on tracker and only 11/12 on iPhone. Wish you would finally correct the syncing issues so I can rely on what the tracker reports
