On Fitbit.com how do I go about viewing what my heart rate was at a specific time while I was not excercising?

@NightHuntress   Set your Activity + Stats tile to Heart Rate.  You can see a specific heart rate by hovering the cursor over the Heart Rate trace.  Here is a screen shot.  Sorry, but I cannot hover over the tracing and take the screen shot at the same time.
