My activity display shows the correct total step count. But on the dis[play, the 'moderate' and 'Intensive' bars are missing. Only the 'Low' bars show.

I'm confused, what exactly are you trying to accomplish?  You started talking about your step count and then moved into talking about what I can assume is the display under the "Exercise" tile on the Fitbit app.  Those are two separate issues, so which one are you having issues with?
