when it comes to HR there really isn't a normal per se. there is a you normal. there are several things that can influence changes in your HR, congestion, weather changes, sodium, too much sleep, not enough sleep.. working out or doing an activity that will increase or change your HR, isn't the only thing that will do it. If you don't feel poorly or short of breath, then these are "normal" fluctuations for you and the day you are having.
