I never have a problem on a starch-based diet. I'm glad you've started using Dr. McDougall as a reference. Constipation is both a symptom and a cause of many intestinal problems and even other problems throughout the body.
Anecdotally, taking additional fiber like psyllium can cause an intestinal blockage for people who eat a junk food diet. This comes from hikers on the Appalachian Trail who had medical emergencies.
