The elliptical only counts half my steps, I want to manually add the ones missed. Is there a way to do that?

Hi
Only steps tracked by the tracker do count towards steps.

You can manually add them if you wish. On the Exercise tab. Scroll to the bottom and you will see a walking Icon on the Left hand side. Use that to log any steps.
Just be aware manually logged steps do not go to challenges and they do not go towards badges.
I myself just go with what Fitbit says as the Elliptical is not stepped based

Dear @WendyB is referring to the activities page on the fitbit.com dashboard , the 'log activities option' is available on the bottom of that page.
When using the phone,.. to log activities, feel free to check out the fitbit article How do I manually log an activity or exercise?
