Walking in place seems to be my preferred way of exercising. It's painless and keeps me moving instead of sitting. But it seems lots easier than actually walking or running. Do the steps still count?

I don't consider that as cheating since you are actually walking. I work sitting at my desk and every 20 minutes, I stand up and take a few steps by the desk in order to stretch my legs and get my Fitbit to work so it can add steps to my daily goal.
I think you are doing well by taking steps, even though you are walking on the same place.

The cheating concept goes back to when there were competitions for most steps in a month. They don't exist anymore.
It's your Fitbit. Do what you like for steps. I toss my Zip in the washer and dryer every so often.

I do walk daily well at least for the past 2 and half plus weeks for about an 60 to 80 minutes..but I do walk in place at home..i get up every hour and walk in place for like 10 minutes or more
