I think that as with other exercises that are incompatible with the Fitbit machine's way of functioning you will likely have to just be happy with the exercise time interval being an elevated heart rate interval to boost your cardiac health and caloric burn numbers.
For me the steps aren't nearly as important as the daily calories or resting heart rate gains.

if you have a waterproof model you can at least see what it shows you it thinks you are doing. since it is not an actual step activity, I agree that it is mostly for health and fitness which is a huge thumbs up.
