Its for today Onwards. If you set it for 20K per day and Only make 15K you just dont reach your goal that day. Not a big deal for me anyways.
You can also chnage it anytime you want. If you start doing less and cant meet the goal then Change it

Yes. Thats what fitbit is for. You can set it on your Dashboard.
To do so on The dashboard Hover your mouse towards the bottom of the tile until you see a Gear. Click on it and you can change it to what ever you want.

I do, My first week with the fit bit i wanted to see what my normal was so when I set challenges up for myself i set them low enought to obtain them and high enought where i'm stepping up my game.
i know it might not be a lot to some but my goal for this week is 6000 steps. I missed one day and I have a surgry coming up so it will be longer then a week.
i love to add to my work outs and one day i'll get to 20000 steps a day. just not right away.

I have my Fitbit set so that my daily step goal is 10,000 steps but I also have a notebook with some other goals that I plan to set for each month. I just set up my notebook, so I only have goals for the rest of February.
I haven't been hitting the 10,000 step goal each day so one of my goals is to hit 52,500 steps a week, or approximately 75% of the 70,000 steps I would be getting a week if I was hitting the 10,000 steps a days. I'm hoping to up my step goal and actually do 10,000 steps a day in March.
I left my Fitbit goal at 10,000 steps a day so that I could strive to reach that number, but I'll be satisfied with 52,500 steps a week for the rest of the month.
I also have goals for mileage for bike riding, which Fitbit doesn't keep track of. I'm aiming for a total of 50 miles ridden on my bike by the end of February.
