I live in Ontario and my walks have become colder and colder. I layer up but I wear runners when I go. Anyone have suggestions on how to keep the tootsies toasty ?

Wear boots and wool socks.

They sell toe and hand warmers. You open the packet and shake it, then put it in your shoes or gloves. They stay warm for around 8 hours. Then you toss them. They're inexpensive too.The hand ones I've tried and they are terrific!

Cheap route is to put socks on, then a plastic shopping bag. I do this when i cycle, as the shoes are usually with slots to let air in. the Shoe covers work well too. They also have inserts that warm up that can be placed in the shoe. The inserts can last up to 8 hours of warmth. Most stores that sell sporting goods have them.

They make replacement insoles that are very insulative, you need that from the ground.
They make shoe top covers from neoprene (skin diver suit material), water proof and insulative.
That way you can use whatever future running shoes you get.
Other great suggestions above for plastic bag, though my feet sweat enough they then get drenched anyway.
But if just walking, thin poly liner sock next to food, thin wool on outer.
Too much socks and shoe gets tight, constricting blood flow, that's no good.
To that point, keep calfs really warm, since they are main pullers of blood the feet end up with.
