Do you use the activity mode, only when you are exercising or do you use it so say walk around the mall or when grocery shopping?
I'm trying to decide if it's acurate say when I'm grocery shopping since that's a lot of slow walking and stopping.

I use it for tracking my walks at lunch and with the dog in the evening. I've also started using it during basketball games to track my activity for comparison purposes.

I use it when I am walking purposefully outside (like to/from work, or a brisk stroll around the city) or when I am doing strenuous activity like weights or an exercise machine. I don't use it for casual activity.
You could always set the Fitbit to record something like walking as an activity automatically if you do it for a certain amount of minutes.

I set it anytime I am curious about what's happening while I am doing an activity. Mostly, I use it during workouts, but sometimes I get creative with my curiosity. I will tell you that although mopping feels like an Olympic sport, its not. sadly.

The problem will be it's intended for exercise, and if HR and steps don't add up to looking like exercise - it'll tend to kick off the activity mode.
But - if you note the time you started and stopped your daily activity you want to see steps on - you can manually create an Activity Record later and see the stats for that chunk of time.
Your daily activity calorie burn is based on steps anyway - not HR.
So problem with shopping would be impact of steps not being seen while holding on to the cart.
And it'll probably underestimate and assign some sleeping level calorie burn (BMR) to your standing time which would of course burn more.
