I would like to know for a person that exercises lightly or for anybody, what is the recommended time in a day or week to spend on each heart rate zone or at least on fat, cardio, and peak zones?

I think the answer depends on your current level of fitness.
Take a look at this article from Fitbit on heart rate zones. It indicates the cardio zone is best for fitness.
As a person's fitness improves, their resting heart rate is reduced, and they'll actually see less time in the fat burn zone. So if you get some time in cardio, and gradually the fat burn zone time is going down, those are good signs.
30 minutes a day, five days a week, is what the American Heart Association recommends.
