All Fitbits should be able to count steps when walking (or running) on a treadmill.

Just make sure you're not holding onto the rails of the treadmill. Every device needs your arm movement to determine steps. If you hold onto the rails of the treadmill, you risk it not counting steps.
And if you do need to hold the rails of the treadmill for balance reasons, take your Fitbit off your wrist and put it in a pants pocket. It will register steps that way, too.
