Is your goal to gain muscle mass? Women gain muscle mass slower than men, even under optimal training conditions.

It's difficult to give advice without more information. What is your leg regimen (exercises and weight/reps/sets for each)? What is your diet like? What do you do on the days you don't exercise your legs?

I hope you are including healthy fats and a good amount of fiber in your diet.

Without knowing more details, I'd guess that you are not letting your muscles recover. I'd take more than a day off in between workouts for optimal results. This is especially true if you are doing other strength-based activities on days when you are not doing legs. Try working out your legs twice a week for the next few weeks and see how things go.

As for increasing weight, I can't say without knowing more. If you think you can do at least 12 reps/3 sets at current weight with perfect form, you can try adding more weight. But, I hesitate to recommend this without more information.
