If you get them by just "window shopping" or by running, makes a big difference to calories used.

While yes, steps are steps, as @SunsetRunner said, something like window shopping vs. running are going to vary. The Fitbit tracks a lot so it will compensate fairly well for calories burned (as far as it can with the data you've given it such as weight, height, etc and the heart rate info).

I have had inaccurate step count with my Charge HR from day one. it seems to be fairly accurate with my sleep and heart rate but the step count is all over the board. I do the same walk nearly every day but the step count is between 6,000 and 8,000. My form is pretty consistent. I used to do this walk with a One and it was over 10,000 steps. I walked today with both my HR and my one. HR recoreded 7,135 steps and 2.98 miles and the one recored 10,718 steps and 5.57 miles. I also used a GPS on my phone that recored 4.54 miles. A lot of variation!
My charge HR also counts steps when I type, even thought only my hands and fingers are moving and my wrists are resting on the srist rest on the desk.
