It will count some steps. But its not accurate using a bike. Some people will manually log thier Bike ride

Just wondering...if i enter the details of my bike ride manually, there is no one to know the step count correct?  I just started using my fitbit hr and love it.  I also have a garmin that I occasionally still use.  I did notice the "step" count was way off during my most recent bike ride.  So there is basically no way to know an accurate count if you use it for riding.  Is that correct?

Sorry, I know this is a dumb question, I'm just new to the fitbit and can't seem to find the details of this issue anywhere else on here.
