I didn't read the whole article but to me it seems not much of a point to giving one value for what everyone needs for daily water intake.
I know what I needed when I would do an 10 mile run in Oklahoma in the hot summer 30 years ago is very different from what I need now spending a day inside in a Vermont winter.

Certainly if you are using a lot of water for a long run in a hot climate then you could need more water, not less - but if you're simply at work then meeting the recommended 64 fl oz might be more than you need. Basically I guess just look at how much you are drinking and see if how much you are peeing is related. Everyone's daily activity is different so we simply need to observe what we are doing and look at the interactions.
