I finally got the smiley face but the Fitbit icon keeps coming on telling me to download it to my mobile device but it won't let me

@Nannyria , a warm welcome to the Community! Thank you for your message. 
When the Fitbit Logo appears and with it a message to download the Fitbit app, means that your Inspire hr is ready to be paired to your Fitbit account. 
In that case I suggest you to have a look at this: How do I set up my Fitbit device?
Should you encounter any difficulty to pair the Inspire HR, try the steps and instructions here: Why can't I set up my Fitbit device?
