I feel like this CANNOT be right. I go to the gym for an hour a day and get maybe 45 zone minutes? She did some yard work, moved some dirt around, and then was sedentary for awhile. Today, it says she has 251, and she did more light yard work this morning before sitting for a large portion of the day. She doesn't have any heart conditions or anything, and it's reading her heart rate correctly.
Is this right?? I feel like it can't be. Any other experiences with this?

You're in a position to look into it. Look at a lot more that the just the Zone Minutes. Check the Heart Rate Zones, particularly lower limit of lower zone. Look at when she was getting zone minutes, and her heart rate at those times. Perhaps the simplest explanation is that her heart rate, even if read correctly, was into the lower heart rate zone for a long time, maybe recovering from the yard work. And check what her resting heart rate is.
In short, there's a lot that you can look into besides just the AZM total, to try to figure why that number is so high.
