Just unboxed a ‘New’ Inspire 3 from a (reputable?) big-box retailer. Appears to be DOA, but first I have a few questions: It will sync to the app on my phone, but not pair with bluetooth. Should it have enough of a charge to turn it on straight out of the box? Should the unit vibrate when I connect the charger for the first time? I allowed it to charge for 2 hours. Shouldn’t that be enough to get it up and running? I’ve read the manual and attempted to troubleshoot via the internet, but can’t find anything that addresses this specific issue. How should a new Inspire 3 fitness tracker behave fresh out of the box? This is a last-ditch effort (no offense) before I return it.

I'll try to answer your questions.
It will sync to the app on my phone, but not pair with bluetooth. The connection between the tracker and your phone is over bluetooth. But almost every connection is managed over the Fitbit app.
Should it have enough of a charge to turn it on straight out of the box? Should the unit vibrate when I connect the charger for the first time? I allowed it to charge for 2 hours.
Depending on how long your device has been stored, you'll need to charge the Fitbit full as soon as you start using it, this is recommendable for almost every rechargeable device.
Please keep in mind to use a low energy adapter or device to charge your inspire 3.
