Just got the Inspire 3 for sleep tracking but it's not recording. I called customer service and they had me reset the watch but that was it. Thoughts?

I am assuming that the device is measuring your heart rate correctly? That is definitely needed for sleep tracking.
Is there a Sleep tile present on your app? If so, what information does the Sleep tile provide?

BPM seems to be working fine.
Sleep tracker recorded for 1 hour and then turned off. customer service also said that if I move during the night it stops working. I assume I move a lot then. which is unfortunate because I'll need to return the device if that's the case.

If that's the case, then it is not clear to me how restarting the device would make you move any less during the night.
Check to make sure that you don't have any breaks in the Heart Rate curve overnight. If the curve is continuous, then that should be okay.
You could also try wearing the Inspire 3 on your other wrist while sleeping, to see if that makes any difference.
Other than that, just make sure that you never manually sync the device after going to bed and before waking up in the morning, because that signals the device that the sleep period has ended.
