Inspire 3 not syncing hourly activity

My brand new Inspire 3 is not vibrating to notify me when I have not completed the 250 steps each hour. All of the settings I can find (on the device, in the app on my phone, and on my fitbit dashboard) seem to be fine. It is recording the steps and on the device I can see for example 5 from 9 meaning for five hours I have achieved the 250 steps.  It is syncing the overall steps, heart rate, etc. to my app but not this information. It does vibrate when I get a message or set an alarm, but not to notify me about the hourly activity.

I don't think it notifies you when you have done the 250 steps.  Looking at the Web Dashboard and the App, the only notification you get is when it is 10 minutes to the hour and you have not completed the 250 steps.

New Inspire 3 does not vibrate hourly reminders or any alarms I have set.

I now have a Charge 5. At first it was vibrating at xx:50 to let me know I did not have the 250 steps completed, and when I then walked, it vibrated again to let me know they were done (providing I completed them within the ten minutes). That is the same behavior as my old Alta HR. About a week ago it suddenly stopped doing this and I have now set alarms on my phone for xx:50 to remind me to look at my Fitbit. It is a shame that customer service could not provide me with an answer to this problem. At least my Charge 5 is syncing everything to the app (so far).
