I had a Luxe which was great, but the battery started to go and I didn’t want to spend $200 on another, so I bought the Inspire 3. My average Zone Minutes after my morning walk, with inclines, would be 60+ with my Luxe. With the Inspire 3, it shows only 20 to 35 on various days. I also think that when it “detects” exercise, the Zone Minutes are even lower.

Hi, @ForesTLC, welcome. When you start your walk, do you use the exercise>walk>start arrow or rely on the auto-track feature? (Check the minimum duration setting on auto-track.) Can I assume you are carrying your cellphone?, You will know that, like the Luxe, the Inspire 3 uses the phone's GPS.
Whichever approach you are taking to track your walk, try the other to see if you get a different result. Please post here again & let us know how you get on.
Cheers

@ForesTLC The Inspire 3 uses a different heart rate algorithm which is supposed to be more accurate at faster heart rates. You can’t compare the two devices.
You changed models, but Fitbit changed the algorithm on existing models. Many users noticed a difference in their active zone minutes with the firmware update.
