My Fitbit Ionic does not respond. When I switch it on, there is only Fitbit's logo. However, a red cross or a red 'x' comes up saying "data not cleared, sync & try again". It would also not connect to my compatible iPad. Could this be a bootloop? If so, what should I do?

I got the same thing on March 2. Nothing I tried moved Ionic from black screen, an occasional logo, and the red x, same message.
As soon as possible I fired up a chat session with Fitbit help. A couple hours later I was shipping my Ionic back for a replacement.
But be ready; before they'd authorize a replacement I was ordered to take a video of me doing the full restart process, proving it was on the charger cable and that it was plugged into my laptop (and that it was running) and an identification number to prove I was real.
