I use a VPN and I cannot log into FitBit.com at all when it's turned on, nor can I sync my Ionic. I did not have this problem with my FitBit One. I have my VPN turned on nearly 100% of the time and really only turn it off when watching Netflix. Netflix needs to check the IP address due to licensing issues, which I hate, but can understand.
I see no good reason that Fitbit.com would need this. Not only do you have to turn off your VPN to log on to the website, but you also have to turn it off to sync. My phone is using Android and a new requirement in Nougat (7) is that you have to turn location services on to sync. So, when I sync, you are getting my location data (at least Google is!) I'm not crazy about having to turn on location services for syncing, but that's not FitBit's fault.
FitBit can you please allow people who have VPNs not to be blocked anymore? More and more people are using VPNs these days, so that means more and more people will be affected.
I see no valid reason for blocking users connecting behind a VPN.

I use OpenVPN on my phone and that doesn’t interfere with my Ionic’s syncing. I’m also able to see my dashboard on the web, so no blocking by Fitbit.com. Not sure what your settings are but the trouble must be somewhere therein, or your VPN provider’s doing the blocking.

OpenVPN, as I understand it, is just a type of VPN. The provider of the VPN service is what's being blocked, by automated software from CloudFlare that Fitbit uses. This has happened to me a few times, and just changing host servers fixed it.

I use my own VPN server

Hehehe I should have known! How do you deal with situations where your external IP becomes blacklisted?

@WavyDavey fortunately I've not had that happen yet but given I use a managed external fixed IP, I guess I'd just change it.
