After performing a factory reset I am trying to set up my Ionic. The Fitbit Connect window has no scroll bars to select an Ionic device. I have reloaded the application but no luck. How do you scroll to see other devices in the window?

Thanks for the details shared in your post. I appreciate your efforts and suggest using a mouse scroll in order to select an Ionic. You can confirm the steps to set up your watch at How do I set up a replacement device or add a second device to my account?
