Error connecting to ionic

When I try to set up a new clock or install an app it keeps on saying unable to connect to ionic even if my ionic right besides me and is on. It keeps on saying please try again. Help please

Before I suggest ways to solve this, I'd like to fully understand the problem.  Is your Ionic syncing it's steps and all that normally and this is only an issue with downloading things to the Ionic? Or is it not connecting to your device at all?
