Fitbit Ionic not responding to button presses or taps

I have downloaded the app and it is syncing but I can do nothing else on the watch.

Nothing happens when I press buttons or swipe. 

Screen says 'Hi Get started at fitbit.com/setup but if I try that it says 'We already have a fitbit set up'.

Fitbit says to shut down and restart but I cannot access the settings app (or anything else) on the watch.

Please help.

In this case, you can perform a restart without having to access the Settings app. Please follow the instructions on this helpful article to do this.
