I had two cards set up in Fitbit Pay, but both disappeared. I tried to add them again but get this error. I have done a factory reset on the band, unpaired the device from my phone and set it up again.

It looks like your Ionic is having issues connecting to your phone.
You may find the following help article of some help, although it sounds like you have tried a few steps already. I would recommend checking your phones Bluetooth settings first and removing any other devices connected, just whilst you are troubleshooting.
