What do I need to do to stop my watch from flashing. It has the correct time. But it is flashing and is not giving me heart rate.

I would like you to restart your Ionic. Regarding your heart rate not working, please try the steps mentioned in this article: Why don't I see my heart rate on my Fitbit device?. 

Also, when you say that your Ionic is just flashing. Can you provide me with more details about what you're seeing in your watch?
