If you mean just controlling the music from your iPhone, then yes I would believe so. iPhone users have reported no problem in controlling the music from their iPhones via Fitbit Surge and Fitbit Blaze so I see no reason why the Ionic shouldn't be able to.
However if you mean transferring the music files to your Ionic and playing them stand-alone (without your iPhone) then I would guess no. This due to Apple having a hard lock-down on transferring music/movies or basically anything anywhere since... forever. The one exception I could see would be if Apple developed a dedicated Apple Music app for the Ionic, but since that would play directly into an Apple Watch rivals hands I highly doubt that will happen.

Why not? My computer is running iTunes and it is setup to automatically download new music that I purchase. I have a script to manually copy and move new music files to a server. And Sonos indexes the files every night, so I can play them using Sonos app (yes I know Sonos app will play anything on my phone).
With a computer you have access to music files and can move them and play them anywhere. Don't want to run iTunes? There are PC/Mac apps that will let you copy/recover music files off an iPhone. On the Mac I've used Senuti. And here is a random google search result for an app that runs on both PC/Mac: https://macroplant.com/iexplorer/transfer-music-and-playlists-to-itunes
What about the Fitbit side? I haven't seen any details on how to copy music to Ionic. Just a lot of talk about Pandora and WiFi syncing.

Apple likes to force users to use their eco system, so the Apple Music app being only available on their Apple watch is most likely.

Why not?
I'm not 100% up to date on Apple here, but last time I used them they strictly blocked you from accessing the files/pictures/etc by any means except their own apps. As in, you can buy the music in their store, and you can play the music you bought on THEIR app on YOUR account, but as soon as you want to take the song you bought and move it (for instance as a mp3 file) to your PC/andriod phone/tablet/or by any means except on your apple account on their apple program, you're completely blocked. This was one of the reasons I stopped using Apple products, maybe they've changed since then but I don't think they have.
The reason this matters is because you would have to move the music files from your computer (as in an mp3) to the Ionic - probably with a Fitbit app - but since Apple completely blocks you from accessing the base file and you can only play it through their programs, there's no way for you to access the mp3, therefore no way for you to move it to the Ionic, at least 'legally'.
You can still control the Apple music apps on your phone through the Ionic, but again, if you want to load music on the Ionic and just grab some bluetooth headphones and leave your phone at home, then I wouldn't count on it.
(However, if you have bought mp3 files outside of the iTunes system and are using iTunes to play said mp3 files, then you can of course transfer these files to the Ionic. What I'm talking about here is songs bought in the Apple ecosystem, as these have always been totally locked into said ecosystem)

Where have you been in the last 8 years?
There is nothing stopping me from putting my iTunes purchased music on an Ionic or Android phone.
1. iTunes went DRM free for music back in April of 2009.
2. You've always been able to access the files.
3. When iTunes Store launched in 2003, the record labels were paranoid and convinced everyone was a thief. The record labels forced Apple and others to 'protect' music using DRM.
4. Hollywood and the e-book industries are still forcing DRM on people. So all my Amazon Kindle e-Books? Locked up and can only use them in the Kindle app or Kindle reader.

The original question was about Apple Music. Not music purchased through iTunes.
Apple music is a subscription service.

All streaming/subscription music services are DRM protected, as required by the record labels. The record labels believe you are renting music, and therefore when you stop paying you no longer can access the music.
The only streaming music service that will put music on the Ionic is Pandora.
Spotify? Everyone I know uses Spotify. No Spotify for you on the Ionic. And no Apple Music, or SoundCloud, or ...

For purchased music, yes... This is true... However, people (myself included) are referring to the Apple Music source, which is a subscription based music service where you have access to the tracks so long as you remain a subscriber, not purchasing individual songs... Think Apple's version of Napster.
