Original problem is long gone so I defaulted to starting again.
- Removed device from App and Bluetooth settings
- Go to setup new device on App.. when app requests 4 digit number displayed on Ionic, the Ionic is displaying the keypad for inputting a PIN.
- Restart phone and Ionic, try again same issue... when the app finds the Ionic which is now a rare thing.
The various sites instructing how to hard reset with the 3 buttons then 2 doesn't work either.
Time for a new tracker?

If the Ionic is displaying the keypad for inputting the PIN number, the Ionic is locked and must be unlocked before you can proceed. Try following the instructions for unlocking the Ionic from the phone:

Thanks, but this solution isn't possible as the phone has not completed the pairing process with the Fitbit.
I add new device on the phone app and during this process the app requests the 4 digit number displayed on the Fitbit screen, but the Fitbit has the keypad displaying.
