Sounds glitchy. The normal troubleshooting guesses are to do the restart a few times in a row - shutdown - change clock face. Leaving factory reset as a last resort option as some report their devices brick doing that. Failing that try contacting Tech Support. Normally if defective they will immediately replace it for you.

Really there is no need to suffer in Frustration - simply call Tech Support at 877-623-4997 and get your Ionic replaced right now while you can
Many have followed this straightforward advice and now have a replacement Ionic - we all should have “zero tolerance” for any defective Ionic
