My Ionic quit syncing about 4 weeks ago, will charge but won't sync or record data on my PC.

Have you tried syncing it to a phone to see if that works - to rule out an issue between the Ionic and your PC. I would also temporarily turn off BT on your PC whilst attempting a BT connection with a phone.
