Ionic not tracking steps while walking in the water

I really like my new Ionic, however I bought it specifically to wear in the water while walking.  It doesn't track my steps if I walk normally. Only if I shake my wrist while walking will it track...any ideas?  Thanks!

I use to walk in the water a lot and with the Flex 2. but it never counted. I think its because there is pressure on your legs from the water so it does not really see it as walking.Stride would have to do with it also as its just not the same as walking outside. But it is a great exercise!

So i just manually added it. I knew I walked 3 miles so that's what I would add. But just be aware that manually added steps do not go towards badges or challenges.

I didn't have problems with my flex...I find it strange that it does what
it does... hopefully someone with Fitbit will reply. Thanks for your info!
