I tore my ACL and had surgery 4 weeks ago. My watch has been on my countertop with a dead battery since late April. I obviously have not been walking around very much in the past couple of weeks but my watch or app has been recording thousands of steps every Saturday. I have fully charged the watch now and already checked to see if it is updated. What is going on?

Thanks for the details shared in your post. I wish you speedy recovery and recommend confirming if you have MobileTrack paired to your Fitbit account. MobileTrack lets you use the Fitbit app without a Fitbit device by using your phone's sensors to track basic activity data including steps, distance, and calories burned. For more information, see How do I use Fitbit MobileTrack? MobileTrack may add extra steps and I recommend removing it from your Fitbit account if you're not using it: How do I remove a Fitbit device from my account?
You can remove the extra steps by following the instructions in this help article: How do I delete steps and floors in the Fitbit app?
