Ionic won't complete setup after factory reset

Bought my Fitbit in Hong Kong on Jan. 1st 2018.  There have been long periods when I rarely used it (I would wear a normal watch).  But wanted to start wearing it again recently. It was working fine but couldn't change the clock face.  I tried the normal reset but it wasn't helping.  I don't have any apps downloaded and didn't care about losing any information so I performed a factory reset.  Then realized I can't setup the device normally.  Since now I'm in China I have to download a China version of the fitbit app (for Windows 10).  I continue to perform the factory reset (removing the ionic from my profile, unpairing it from by BT Settings, then holding down all three buttons, then removing the bottom right button for another 12 seconds until it vibrates).  Yes, I get the Red X but continue to setup the device over and over (Setup the Ionic in fitbit app, agree to terms, get the code from watch face and enter it in the Windows APP, connect to WiFi...)  Ok now everything is done but now the clock face only displays either the fitbit logo in all White, or the "Hi! Get started at www.fitbit.com/setup" logo.
In my desktop APP, I go to the clocks settings. My Clock doesn't have a face, and when I choose one from the list of All Clocks, nothing ever happens and the Fitbit has no function at all.  
This is very frustrating.  Does it have to do with my product being bought in Hong Kong but using in China?  Or something with the China APP?   But really, none of it makes sense since I can go through the entire setup all the way till the end.  What the heck?

Thanks for the details shared in your post and for already trying to resolve the issue. I am sorry to hear about the frustration this situation has caused. I understand your concern and would like to advise that this shouldn't be affected by the country of purchase. I recommend confirming the complete troubleshooting instructions in Why can't I set up my Fitbit device? If the issue persists, please try using an iPhone or Android phone to set up your watch. To verify that your phone is compatible with the Fitbit app, visit fitbit.com/devices.

@Tudders since you mention the tracker was not syncing, I would also clear your fitbit cache, and shutdown / restart both the phone and tracker. 

Removing a non-syncing tracker, rarely fixes a sync problem.

The issue is still persisting. I removed the Ionic from my profile; I uninstalled all Fitbit related APPs from my computer; I factory reset my Ionic; I re-installed FitbitCN; Setup my Ionic (again) and everything is fine until the very end.  After Syncing and setting up, nothing happens.  I still get either the welcome notice, or the Fitbit logo in all white.  
Isn't there a default clock after setup?  My clock is blank and still cannot load any other clock (I've tried several). Is there a particular clock face I can load?

I downloaded the Fitbit APP on my Android phone but it crashes each time upon opening.  I'm using a Huawei phone. From what I read, Huawei is not compatible.  So I have to use the PC. 

Is there no setup I can run?  No software fix? I have no reason to bad-mouth fitbit, as my device has worked all these years, but I would really like to get it working again.  The lifespan should be more than 3.5 years.

Thanks Rich.  Just remember, I'm not using the APP on my phone, it's with my Windows 10 laptop.  I was unsuccessful to get the app working on my phone. So, with that said, would I clear a cache on my desktop?  Does that just mean going to my history and clearing everything?

You start of saying that you can not setup the tracker. 

Then say you removed the Tracker that was already setup from your account, and can not set it up. 

I don't understand why the tracker was removed from the account. 

 

I'm not sure, from what we are told, you should not be able to setup Ionic through a computer. 

 

The fitbit app does the setting up of the tracker to the phone or PC after the tracker has been attached to the fitbit account. 

 

Is your tracker connected to your fitbit account? 

 

Try this. 

To use the Fitbit app on your Huawei phone, verify the following settings:

  1. On your phone, open the Settings app 
     

     

     Apps and notifications 
     

     

     Apps.
  2. Tap Fitbit 
     

     

     Battery.
  3. Turn off the Power-intensive prompt option.
  4. Tap Launch.
  5. Turn off the Manage automatically option, and turn on the Auto-launch, Secondary launch, and Run in background options.
  6. Tap OK.
