When looking at your Ionic display try swiping from left to right which will reveal a notifications setting there, you want to make sure it displays "Receive from phone" and if it does not, tap that section till it does.
There is also the setting within the app so check there if you have not yet.
Then there is your phone's bluetooth settings, make sure it shows connected there.

my notifications wouldn't come at all in the beginning- turns out when my android is on silent it is the same as do not disturb and so nothing was coming through. I changed it and all went well.
Then they stopped again. I went into each app and made sure that the app itself was set to send notifications. And all was well again.
Then the fitbit app had sync issues- which created an issue with notifications. Since that resolved, I am good to go.
So, if the ionic is set to receive notifications, the apps are set to send notifications, your phone is not set to do not disturb and the app itself is working properly.. a restart is usually the way to solve it. I would try to reset it two times in a row. if that doesn't solve it, I would contact support to see if they have any other tricks.
