One suggestion if you have not tried it yet - press and hold the left button until you get the menu for screen wake and notifications and make sure notifications is on.
If you have not restarted the unit yet, press and hold the left button and lower right button at the same time for several seconds until the unit restarts. Try restarting a couple of times and see if this helps.

You might also want to restart the phone. Since your subject is about the phone not sending Notifications it would be helpful to know which phone.
