The article on how to use Quick Replies on Fitbit's website states that I should be able to use Quick Replies (only get notifications from my text messages), but even though I have configured my Quick Replies the "Reply" option does not appear. When I get a message I only see "Clear". This feature has never worked for me (pre/post software update - current version 27.32.10.20).
Another issue I have (possibly for another thread) is that when I receive multiple messages from the same person, it will just show me that I received "X" amount of messages, but it won't show the messages.

Quick replies only work on Android 7+ devices as far as I know.

Same is here, my phone is Sony XZP, which is android 8.0.
On my ionic, there are only "open" and/or "clear" in the menu, no "reply" item.

Thanks for stopping by @hqqiu and @Bobbyp620! Have you both checked if the mobile device you're syncing with is included in the list of supported devices? Note that the devices on this list have been confirmed as fully compatible with all features of Fitbit devices and the Fitbit app. While a phone or tablet may not be verified as fully compatible, the Fitbit app may still work with your device.
Our team routinely test new devices to ensure full compatibility with Fitbit devices and the Fitbit app, and are constantly working to confirm compatibility with new phone models. Be sure to verify that your phone meets the minimum operating system requirements. Note that the majority of Android phones running version 4.4 or higher will work with our products.
Please keep in mind that when a device is not supported we cannot guarantee its functionality with the Fitbit app. It might work at a certain time and then it can stop working out of nowhere after an update. This is because the app is not optimized to that device and any change could impact the performance.
On the other hand, if your phones are compatibles with the Fitbit app I was wondering from what app are you receiving the notifications? If you don't see the option to "reply" to the message is because Quick Replies aren't available for the app that sent the notification.

I know for a fact that my device is supported. I was able to reply to messages until I received a Fitbit update. I've tried reinstalling both the fi Fitbit app and the Fitbit ionic .It just will not update to the newest firmware

Thank you for reporting this behavior with the Ionic and quick replies, have you tried any other troubleshooting steps? Make sure you've performed as restart as well on your watch.
Regarding the firmware update, these updates are released progressively to the users, it starts with a small percentage and then in extends to the whole community of Fitbit users, you should be receiving the update option soon. If you found any trouble to complete the update, you can also follow the steps provided here.

maybe that depends on the implementation of the applications.

I have a samsung s9 and a charge 3 and have just noticed I have the quick replies function on my phone (due to latest software update)
I have looked on the app to customise the replies but I dont have this option? can you help?
