I bought a used watch and when I want to deliver it by phone, it gives me a message saying (cannot pair
This device has been locked and cannot be paired )

The Ionic has been is under a voluntary safety recall.
Perhaps Fitbit is not allowing it to be set up for new users. My first thought was perhaps the original owner had already collected the recall refund for it, but that should have required returning the watch, unless somehow user got around that requirement and instead just got watch locked.
