Hi @goldenbho, welcome to the community.
Try going into the Fitbit app - tap on account card (profile picture) - scroll down to exercise (tap it). Under where it says outdoor bike what is it set to? If it is set to more than 10mins (that's the minimum amount) try setting it to 10mins and see if that helps with detection.

That's ok, i thought it was worth mentioning at least. Honestly I have little experience with Smart track, whenever I start an activity I like to manually start it so that I can see the live stats on the screen. I know it may not be the answer you are looking for but have you considered just starting the cycling tracking manually?
