Techically @SunsetRunner is correct that the tracker will work everywhere. However some countries have a nation wide block on the internet or limit the access, with these countries the tracker may not be able to sync. North Korea is one example

Yes, just as @Rich_Laue and @SunsetRunner said, it will work on Ireland. However, there are some apps that will work just on some countries. Pandora, for example, will work only in the US. Yelp works in selected cities (check the cities here). Most of the apps will work with no problem so I'd recommend getting the Ionic!
